Here is the story:
-i use charge(base power of my charge beam hits OVER 9000!!! just kidding 100 and by special defense gets boosted)
-i pray my opponent doest have ground type or pokemon with volt absorb
-i use charge beam and get that sp.attack boost
-i use charge again to make my special defense even higher(now by charge beam is as powerfull as stab'd L4Z0R!!! i mean hyper beam
)
-i can use rest to recover off any damage taken while charging
-signal beam is probably the best non electric special move luxray can get other than HP ice
