Okay this will cause a lto of problems with unhonest battlers

It wont, the moves were never intended to be a part of said Pokemons movepools, unlike eggs, TM/HM, even and level up moves, theres no legitimate way to access to them, and thus are still banned

it will still be just as illegal though and it seems a bit less complicated

No, if they put it in the game in such a game the player is able to get them without the use of external methods/glitches, it is legit
