I won't thrash you for the nature because I understand that this is the PKTOPIA Pikachu which can only have Hardy nature. But your EV's suck; how do you expect to sweep with no speed??? Max Speed and lean attack more toward phyiscal since Surf is only really for ground types. Also take Substitute and Brick Break over Thunderbolt and Iron Tail.

Dude, don't max EVs to 255, use 252. You lose stat points that way. If you don't understand EVs, try looking at Greene's guide to EVs in the Game Mechanics section.
