I had this Idea for pikachu when I was reading the Smogon tiers.
Basically this is a pikachu that is made to attack, obviously.
Grass knot could come in handy, Surf ant T-bolt are just there for coverage.
Endure could be somewhat useful if a stronger pokemon comes in.
Just a thought to make the rat work.

Eh, endure is pretty useless unless you are going for the endure, salac, flail combo which i dont think pikachu can learn flail anyways

Replace it with substitute; it is always good for pikachu to have a protective barrier on an incoming counter

Im not positive, but i was under the impression that pikachu needed a hardy nature to have surf. If im right, HP ice is the next best option

thats preety good set but you must remember that you can only get timid surfing pikachu from "pokemon ruby and saphire box" PBR pikachu is always hardy

Change the Ev to 252 for special atack and speed and 4 in hp because evs are only from every 4. Also go for substitue because endure isnt going to do much for it and pikachu will need the extra defence

you can always go for protect instead of endure or give it signal beam

Well, with that new pokewalker course, I think you can get any nature.

I see that you want this pikachu to work, and given you take the posts before me it will but raichu seems like such a better option. I love pikachu but Raichu has access to Nasty Plot and betters stats plus both of them are NU so i'd much rather use Raichu but it looks like a good set, scrap endure for sure and just add substitute. Also, change the EVs to 252 SpA/ 252 Spe/ 4 HP

i tihnk pikachu would be better
pikachu has nasty plot too, and it starts with a much higher sp.atk stat than raichu thx to light ball

Yah, it depends if you want a more bulky and speedy, less powerful version (raichu), or a glass cannon version (pika)
