Hello everybody, before I show you this build I want to say that this is something that came up on the spot and it may be a really dumb idea but I'm going to give it a go anyway, also I'm still getting the hang of competitive battle so be constructive please. Without further adieu, here it is:

Vaporeon @ Leftovers
Trait: Calm/Bold
EVs: 252 HP/ 180 Sp.D/ 76 Phys.D (Not Sure on EVs)

-Rest/Wish
-Surf
-Acid Armor
-Hidden Power Electric/ Ice Beam/Toxic

EDIT: Not sure if I should try to fit in a status move somewhere, like toxic.

So...basically I'll switch in and people will most likely assume I'm defensed EV'd mainly so they'll switch into a special attacker and on their switch I'll use Acid Armor to boost my defense because their special attack will most likely not hurt too much. Surf as STAB, recover to heal, and I'm not sure about which move I should use for the last slot. The reason for 76 on defense evs is because I'll be using acid armor anyway. Constructive criticism please and thanks for reading!

Yea also the nature isn't great, why reduce speed when you aren't using Attack???

i agree wish beats rest cuz it supports the whole team and your last move should be toxic cuz this vaporeon seems more supportive
